With Hai (背) meaning back and Shu (手) meaning hand, Haishu indicates using the of the back of the hand. 

The fact that 手 (hand) is used instead of 拳 (fist) means either to use an open hand or means that all your options are open.

The fact that for Haishu your hand is open does not mean that you are obliged to strictly use the back of the hand. In this case, Haishu Uke is demonstrated using the back of the forearm instead of the back of the hand. This is similar to executing Shuto Uke with the edge of your hand or using your wrist or arm.

So what about the title? 

Beginners: slide back and execute Haishu uke, then counter with Shotei.

Advanced students: Slide to the inside and use Inasu with Hane doing both movements in one movement.
