It's a concept.
Suikomu means to absorb, which is an emphasis that can be applied to pretty much any movement.
Example: Uchi Uke turned into Suikomi Uchi Uke means moving backwards more as opposed to moving to the side or pivoting on the front foot.
Another example: Regular Harai Uke 'vs' Maegeri is to the side or in an angle like ➡️ and ↘️...
...Add Suikomi to the mix and the direction is likely to become ⬇️ or ↪️.
